Having a barrel reamed out question

Got a howa talon 223 that I am having a smith make into 223 ai. I called him today and asked him how it was going. He said they had a slight problem. I think what he said is that the action was cut at a slight angle. And they are trying to fix it. What does this mean?
 
The front of the action may not be perpendicular to the threads or the threads may be at a slight angle to the center of the action/or not centered on the action. Best to ask him what he means.
