hard to cycle first round

I just put together a 20-250, right hand stiller predator with factory rem bdl in a edge tech stock. With one round in the mag box, you have to really force the bolt to cycle the first round, also scratches the heck of the case and bullet. With more rounds in the mag box it cycles with little effort until the last round? Any thoughts?

Just went thru that problem with an old Sako Vixen .222. Same thing; the last round would hang up about half way into the chamber. My smith found a very small burr in the chamber feeding lip and polished it out. There was not enuf spring tension for the last round to push past it.

PS - R U sure its a "20-250"? 22-250 perhaps?
 
Pretty sure, I just chambered it and turned 200 pieces of brass? Kids have been sick and havent had but 10 minutes to look at it.
