I'd say same sport, but different cars on different tracks... Highpower is positional shooting..... F-class is pretty much all on rests. That rule book is embarrassing. There are references to rules that do not appear in the book, complete elimination of some critical rules, and the palpable senility of repeating the same rule over and over.
This post would be childish griping if not for the fact that many of us have repeatedly offered to help the NRA with competitions.
That whole rulebook could be many pages shorter without losing a single rule. There would be plenty of room then for the important, missing, content to be reinserted.

I believe this is half the Open field as they currently shoot! Enforcement would require disruption of the match and could easily get out of hand with protests. It's impossible to give it a number but I have seen several that free recoil their rifles. Mostly Open guys but a few FTR guys as well.
As a sometime RO at the SWN and FCNC in Phoenix, I really don't want to have to watch every shooter to police their adherence to the rules concerning free recoil. I would like to think that my fellow competitors would just abide by the rules as they exist and life would be simpler for all concerned.
If there are going to be rules, they need to be followed. If no one is willing to enforce them then why have them? I am very much in favor of comprehensive rules we have for F Class. While some will fuss about it being overreach or micromanaging or whatever, the problem with all the rules begins with the some shooters pushing the envelope a little too far. Then somebody has to write a new rule to fix that and so on and so forth.
In the end, the rules are written to protect the shooter and the integrity of the discipline.
