Does anyone know

In the NY data system for law enforcement it is called a GINQ, "gun inquiry, stolen". Pretty basic stuff that gets messed up easy. You enter the manufacturer, the type (revolver/pistol/rifle/shotgun (and right there about 90 percent get it wrong cause they don't know the difference), the caliber (is it 22, 22lr, 22 s, l, lr???) and that depends on who entered it first time, again, based on a report cause they don't have it in hand anymore, and then serial number. with proper spaces, dashes etc.

When I was working I checked every used gun I ever bought with a call to dispatch. Due diligence.

Once in a freaking blue moon it will hit, or cross reference an old entry, and after a few calls and a search into the archives, the owner gets a call.

In the mean time, the possessor (often who has no idea) has his nuts in a vice.
