Not in every state, if the FBI has found your state has allowed counties to issue ccp to illegal immigrants, your state is on the must phone in to complete the 4473/purchase. Here in MN our CCP/ permit to purchase does not allow for bypassing the background check because of issuance lapses in the concealed carry permit system.

Now your bringing up a fictional scenario. I would never have that problem as I would never live there.
 
Field agents and inspectors are people with a job to do. Give them the same respect and cooperation as you would a client/customer and they will respond to you in the same, respectful manner, has been my experience. Treat 'um like they are the "enemy" and expect them to react just as a local police officer, sheriffs deputy or state trooper would if you resisted them. I have been inspected 2 times in 25yrs with no 'violations' in my procedures and follow the procedures set forth by the regulations, and any contact I have had with field agents/inspectors has been in a respectful manner. What happens in Washington is a completely different matter, those are politicians. By law, when you pass a NICS check the record of that check is to be deleted within 24hrs. If you fail the NICS check, the record of that check is kept for 90 days. Don't like the law? Get your reps in congress to change it! By the way, your SS# was voluntary, NOT required on form 4473. If someone out there has a better idea of how to keep the "dirtbags" in check, I'm sure your congressman/senator would like to hear about it. It is not perfect, but what is?
I hunted with a ATF field agent and he was a good guy, had plenty of interesting stories.
