Copper Fouling Barrel

This will make some shiver and cringe, do you have a bore scope to identify where the copper is building up? If it is being caught by some irregularity in the bore some clover 2400 on a patch wrapped brush in that area will make short work of removing an obvious problem
 
As above, use bronze brushes to apply Montana Extreme Copper Killer, wait 15min then brush some more and follow with patches. Free All does well also.
 
I'd use the Bore Tech with good bronze brushes before using abrasives. PMA has them in 12 packs and a great price. I was using nylon and much of the time it wasn't getting it done regardless how much I tried although that was more for carbon in mine.

I have two Tikka, a TAC A1 and scoping it looks like they did some lapping at the factory, not as good as a custom barrel but the other Tikka in comparison looked terrible inside, definitely no lapping and it fouls pretty bad although nothing like what you describe. I switched to bronze brushes and spend 10x less time cleaning all mine that like to foul whether copper or carbon. I've definitely come to enjoy cleaning my custom barrels, much less time cleaning.
