Can this be fixed ?

I could straighten that pretty well, I think. It would not be cosmetically perfect but functionally, it would be fine. Mandrel, punches, aluminum block, and suitable hammer. Sadly, I'm north of the 49th, but surely someone down south could do it.
I have an aluminum block which has a .675 radius trough cut in it. In use, the receiver is held in place with a couple of U-bolts and the hammer and aluminum or brass punch are used to straighten the rail. It is better if the mandrel can be inserted ahead of time. I have a mandrel with a 1/4 inch keyway in it. The mandrel is inserted, the key put in place (it's held in with a 8-40 screw), then it is used to help align the rail. The rear of the mandrel is hexagonal so I can put a wrench on it. Again, the hammer is put to use as well. WH
 
Well if one of you wants the job I'll gladly ship it to if you can do it for less than the cost of a new bare action. Bonus if you can sleeve it as well for an additional fee.
 
While trying to get the factory barrel nut broke loose I managed to bend the action. My question is could this be straightened enough for the bolt to cycle then a sleeve added for strength ? I would just use for targets so no big deal on it becoming a single shot. And if it can be done would it be about as strong as an aftermarket action ? Action is a Savage 110 btw.
