Air rifles are governed by local or state ordinances. These vary widely and in some cases treat them like firearms. You can thank degenerate teenagers for that.I am in no way an expert on US law, but, an air rifle is not a firearm and does not fall under the ATF...
Most cities prohibit shooting air rifles within city limits and fines can be imposed.. Some cities worse than others..
If I were that guy I'd shoot the damn rabbit in the brain with an accurate .22 pcp..With a moderator... DRT.. or trap the rodent and well, do what you feel you need to do..
One thing to watch is a suppressor - while this has become less confusing in recent years, an airgun with suppression has attracted attention from ATF in extreme situations. If the suppressor is permanently mounted to the airgun and only suitable for airgun duty, it mostly negates that risk. If any other manner I’d suppression, tread with more care.
I will raise another method: trap and exterminate. The airgun works even better from up very close.
