You'd be surprised what you can build for under 1k when you price search the components separately.

I'd have to say a S&W M&P15 Sport II optics ready. I bought one last month to use as a range toy to keep from running up the round count on the DDM4 V7 Pro. The M&P is very accurate and 100% reliable. The factory trigger is actually pretty good, I won't change it. Fit and finish is impressive, especially for a $500 rifle.
Like the others have said, I would just build one. If you prefer to buy a complete rifle, the Rock River Arms varmint AR rifles are pretty accurate and they are right around the $1000 mark. I had one and it was surprisingly accurate. The RRA website has a whole bunch of AR models. Oh, and the RRA trigger on the varmint model is very good. You shouldn't have to upgrade it.
