The cosplay guys are what killed the brace. It shouldnt be a way to circumvent a short barrel

Sounds like an issue of ex post facto laws. As in, if the items were legal prior to them becoming illegal, owners of those items would be exempt from punishment for owning them. It would appear to be a violation of the Constitution to require registration (a punishment) of those preexisting items. Should be interesting to watch this make its way to the SCOTUS.
I know several former bump stock owners who would agree with you.

That does not mean that they should risk a visit from the good folks at the ATF. Let the SCOTUS hand down the verdict.
There really shouldn't be a need to register any of them.

I thought "laws" were written and voted on by elected representatives? Instead we get "rules" and we all know what and who lives by the rules, finish last.

Congress is too busy lining their own pockets to do the work required to clarify the legislation they pass. That means unelected government functionaries assume the power to dictate what the law is.
Oh, and this holds true for a very wide range of "laws", well beyond laws pertaining to 2A.
