I have two bags of 7mm-08 winchester brass just laying around doing nothing. Any issues other than just necking them up to .30 cal?

Any reason you have for not selling it and using the $ towards the brand of 308 brass you'd really like/want , i.e the Lapua brass you've wanted ?
