So if you decide to neck up the 6.5 prc to 7mm can you do it with a standard 6.5 chamber or do you need a special reamer?

Sir you will need a 7 mm barrel and a Reamer for the 7 PRCW.
Your 6.5 PRC will always be a 6.5 PRC and its a real nice chambering in itself.
Nothing wrong with a 6.5 PRC at all.
