Impossible to give you advise about this as not sure what "below average shape" means.
Is there rust? Stock cracks or deep scratches? Need a new barrel?
A very nice original 541T will bring much more than $400 and the two I owned were great shooting rifles.

They are great rifles. However, you will find that they do not have an adjustable trigger. The other problem is that for all the fine work Remington put into the rifle, they have a plastic magazine. This can be replaced, but, you are stuck with the trigger. It's not bad but it isn't great. $400 is a good price for an average one.
 
That is a 513T. I owned one.

They are larger, heavier and completely different from a 541T. It is possible it is misidentified because Rem made a 511, 512, 513 and 514...all with the same bolt...just different configurations of barrel and stock.

$400 for that would be about market....I sold one in much nicer shape with a T10 on it ($300 dollars in 2001) sold in 2017 for $550 shipped. These issues with these rifles are like any older rifle...the care taken when running (or not) a crappy rod to clean it. Many rifles will have a twanged muzzle and will need a recrown. Nearly all were poorly cleaned. In some cases (mine) it was full of lead...which happily coated the barrel inside and kept it from pitting. Once I cleaned it properly it shot in the 3/8 inch range at 50 yards. YMMV

Hmmmm~! From the few pictures I see features that look like my 513-T that was made in 1940.

You can replace the trigger spring on these. I have mine down to 2lbs and its safe.

Nice try, but a picture can't even begin to give us enough info to make a decision. You're really on your own with this one, AND it's your money. If you have a gun savvy friend or know a competent gunsmith, have him look it over if possible. In the end it's your decision and will be your rifle if you end up buying it. It's not like you're talking big money ($900+) like some people spend on a scope, and if you aren't satisfied with the purchase you can sell it and get most of your money back.
