If that’s a Gen 1 rem 700 mzl it does not need an ffl as it can only take musket caps or 209 shotgun primers. If it’s a Gen 2 rem 700 UML mzl it needs to be sent ffl as it has a regular lugged bolt that can take a 308 family case

Typically I would agree with that logic, but it has a serial number on it and that MIGHT change things. I would double check...

I agree with the serial number but I just bought one of these complete from a guy on snipershide and when he took it to his ffl to send he told him there was no need and it got sent directly to my door step

Needs to be sent FFL, no matter what bolt head is on it.

It is still a muzzleloader and no FFL.
CVA black powder ML also have serial number.

No locking lugs on the Bolt, does not need to be sent to an FFL.

The last Rem 700 ML action I bought was sent from an FFL seller direct to my house.
