204 ruger velocity 39gr blitz

Need some wisdom, got my 204 out today to shoot some steel at 300 yards. According to my app I needed 2.5 moa for the 39blitz. Not even on steel plate (10”). I put some cardboard up behind it and found I was low. I ended up having to dial 5.0 moa to be center of plate. I had 3400fps in my ballistics app but to make the math add up me velocity had to be in the 2900fps range, can’t be right. What am I overlooking?
 
I’m going to check it in chrono tom and my zero. I don’t think it’s going that slow. Maybe my zero has gotten knocked off, it’s been safe and a long time since I shot it.
 
That seems really slow. I mean you haven’t told us what your load is so hard to judge, I’m running them right around 4000 fps in my 20 tac
 
I run 39 sbk at 3850 in factory remington 204 with a 12 twist
this is with a load of 26.4 grains of RL 10x

That would be a pretty top end load with that particular powder in a 204 shooting 39BK's and should put you somewhere in the upper 3700 fps range.
 
Zero was dead on and velocity averaged 3375. Wet to 300 and dialed 3.5mins, shot pretty good group. I think the problem may be in the scope turret. Doesn’t seemed to be adjusting correctly, old Nikon, dang I guess I need a new scope!!

I had some Hornady 40 VMax data collected from a few different sources and added a couple of Sierra 39 samples to this just to have it all in one view. For what it is worth.
 
I am shooting 25.0 gr accurate 2015 with a 24” barrel but I believe it’s in the scope. It doesn’t seem to be adjusting very accurately.
 
Even though it may be a scope problem as far as accuracy check your scale your running really slow for that load.
 
If your scope rings are not spaced the correct amount(distance between them) the actual click value will change as will the poi per click. The BC will also decrease after velocity falls, velocity of where the bc drops is dependent on the bullet. Sierra often lists BC as it corresponds to velocity for a given bullet.
