16 vs 24" load velocity difference

So feel a little stupid asking this but just wanted to make sure . Loading for a 16' 5.56 bolt gun. Had a can of accurate 2495 on the shelf I haven't used for anything else so thought why not.
Load data is for a 24" barrel

Was thinking. It would be lower with the shorter barrel but not this low

And this is with 20.5gr
Seen about right for a 16" using 24" data ? Or is something maybe a little off . My scale is still reading right so .
 
You're probably losing 250-300 fps from the shorter barrel.

The rest is down to a very light load in a very inefficient powder (for this application at that charge level). You'll see better performance towards the upper end of a ladder. You'll still lose the velocity from the short barrel but you'll get somewhat better ballistic efficiency from a hotter load.
 
Are you running 69gr bullets? And your at the starting load? If that is the case you need to be in the 22.0gr
