Thise changes are under Notices of Proposed Rule Making and are open to comments for 90 days.

As gun owners we all should be motivated to submit supportive comments. Pass the information to all fellow shooters.

There WILL be other groups clamoring to submit negative comments and shut those rule changes down. You can bet on it.

Are these changes open to just comments or if enough people comment, can they still be changed before they are finalized?

Yes, if they get valid reponses, based on fact, and significant numbers, they will consider the opinions and if warranted, make changes in the rule. They do not consider comments based on feelings or opinions not based on fact. The rule is their interpretation of existing law. There interpretation usually pleases the political party in charge. However, anti Second Amendment groups will often flood them with negative comments in hopes the numbers will sway the interpretation in the mst restrictive manner.
