Larger than MOA groups. What would you check first?

What brand trigger is in the rifle? Do you keep your eyes open when you pull the trigger and the rifle goes bang? What is the weight of the trigger pull? Is your house at the end of the road under the old bridge?
 
any way to turn the necks down ?
I don’t have any way to turn the necks, but I do use a mandrel after sizing to push the inside of the neck out. I was under the impression that had a similar effect as neck turning. If not then that’s something I may try in the future. Just so many variables on the table right now.

You are correct. At this point there is no need to turn necks. When the scope returns carry on.

As mentioned above, when the scope returns remount AFTER checking to make sure your bases are correctly installed and torqued. Make sure alignment looks good when you install and torque the rings. Double check barrel channel clearance and stock screw torque. Then shoot 3 - 10 round groups with the exact same loads taking enough time to not get the barrel hot.

Then you'll have a new baseline.

Gotta do all that before anything else.

I’ve never taken into consideration how hot the barrel got. Should I stop after the first 10 shots for several minutes or something?

As the barrel heats some tune will go away. It is best to keep the barrel heat down when trouble shooting or load development.

Vortex called me and said the scope passed all of their testings. Back to trouble shooting my handloads.
Nope. As stated ‘no fault found’ is common.
Mount your scope (properly)
Then shoot. See what you get.
Change NOTHING until you do that.
You can’t jump back on the train arbitrarily.
What color shoes do you wear when you shoot? Same thing!

If you find it uncomfortable to hold your hand on the barrel for 5 seconds, it's getting hot. Especially if you're 'toughing it out'. Particularly relevant if you're trying to establish a baseline.
There's no 'round count' number. Too many variables.

It’s been said before, and is worth just hammering the point again.

install the scope, Change Nothing Else, shoot a few groups. Then start refining loading and bench manners. That includes the shot cadence.

You really need to be anal about only one change at a time
 
maybe a Redding Case Neck Gauge #26400 to find the neck thickness, easier to use than a ball mic.
(if you need that kind of perfection .) but to be worried about .004- .005 of bullet pointing its not the end of the world. i've the feeling the problem is else were .
