How to True scope to Vertical with Stock Issue

i have a rifle where the action is a few degrees canted off from the stocks flat forend. re-bedding is not an option. were you mounting a scope for bench use, would you true it to the forend or the action? when setting up your front rest would you true to horizontal or a few degrees off to compensate for the forend?
 
Not any different than someone that slightly cants their rifle. I would think the ideal would be to level front rest, shoot a tall target test, adjust scope to the mistake and then put a level on the scope for future reference.
 
Get a set of Burris Signature Z rings (inserts). You can "fix" a lot of misalignment issues with them.
 
Consider also an angled polymer or aluminum plate attached to the fore-end. That could bring your action "square" with the rifle as it sits on the rest.

Also, try the rifle on a different rest. It's possible that your front rest bag is not level, though from what you say the stock/action alignment is the problem.

I also recommend the Signature Z rings. I use them -- one tip -- if you move the scope fore/aft in Z Rings, you may need to re-zero.
 
I think that we need to know more about the rifle and how it is used. If you are primarily shooting at one distance, and seldom make scope changes, that is one thing, but if you are shooting at a lot of different distances, running to long range, that is another. Also, what stock do you have?

legitimate questions.

6br 700 in a 40x br stock. got the stock off the forum with a pretty well done bedding job. had to only relieve in front of the recoil lug.

sinclair rest, shadetree top, right now shooting off concrete bench 100 and 200 yards, but plan to add the rifle to the pdog 'stable'.

when i set up the rest i true the top to horizontal, then insert a 3" board into the bag and settle the bag to level. although the rifle tracks okay, i found it tended to lean cw over a string. then, while checking everything on a known flat horizontal surface i found the discrepancy between the stock forend and the receiver rails. this propagates to the mount, and in turn the saddles of the rings. i have not seen any problem with longitudinal alignment.

currently it is mostly an annoyance that i can work around. but when i get to longer ranges, i would rather not have to add another variable (windage with range, as shown on a tall target test) into the dope chart.

yes, excellent point and may also be the 'easy button'. if i had a 3d printer, i would make a wedge. or an Al plate could itself be flat and installed with shims. the stock is very nice, and as yet i can't bring myself to put screws into it.
 
Set up stock in the bags. Loosen rings, and rotate scope til horizontal crosshair is level.
