It's worse than portrayed. The balloon entered US airspace in arctic Alaska, days before it was spotted in Montana. We have our best NORAD interceptors stationed in Alaska for obvious reasons, a state which is almost entirely uninhabited. We could have chosen the best point in its journey across AK to down and recover it, and likely no one would have even known about it.

Uh, the "spy junk" part fell at terminal velocity and is likely now deep six, in fragments, in salt water. They'll need a trawler to scrape it up for analysis.
