Bedding is always a better fit. Fit the scope, bore sight, lap if not we'll aligned with a bar wrapped in Emery tape, then bed the bottoms, bore sight again while bedding is wet, align and tape to stop scope movement. Make 2 pine wood saddles and wedges to pop the scope out. Ring top holes are usually loose enough to allow even settling on the tube.

Yes. Bedding with JB Weld gives full scope body to ring contact and provides a superior non-slip gripping surface.

Lapping alone just takes down the high spots. Does not give full contact and does not increase ring surface friction coefficient.

Of course you lap the rings before you bed them.

Considering scope ring screws are torqued to spec:
Lapping decreases the chance of leaving ring marks on a scope tube exponentially. Bedding the rings (properly) eliminates the chance of scope tube ring marks completely.

Lapping usually will eliminate scope rings if lapped enough. You have to watch that the rings still have a gap to tighten. Bedding will fix both problems.

Do both. Some rings/bases have a slight twist to them. Lapping will remove the tight spots. Bedding after that will give the best contact.
