I don't think a whole sport should be changed for a small subset of shooters shooting abmormally high scores at a small subset of ranges on a small subset of days.
When more than 20% of F-Open scores reported to the NRA for a whole year are higher than 600-30X (nationwide) at a given distance, then perhaps smaller targets at that distance would be worthy of consideration.
