Torquing a mauser barrel, Inner C ring or face?

I'm not going to attempt to disagree, but I am curious.

How do you get both surfaces to contact exactly the same amount?

Out to how many places, and how do you measure this?
You measure from the receiver face to the inner torque shoulder, then cut the threads .002 short of that measurement. When the barrel is tightened, it will compress the .002 & contact the inner torque ring. A little touchier than a 700 but when they are right you'll feel it.
 
Ah heck , just cut 60 deg and grind the top of them threads off . Oh wait , dang it ,no that's wrong . That's what some have done that I've pulled apart . With very little effort I mite add . They didn't obviously use precision tools for measuring or turning . Probably a ruler and a pipe threader .

Can you tell I'm still not feeling 100% ?
