I believe so, yes. You flat out instantly notice it if the bolt is open once she's warmed up. It's not the mirage you WANT to see though. The only other change I made (just in case), was to the rings used so as to put it closer to optical center when zeroed for 1k.

I don't see anything in the current rules that prohibits having a personal fan, although they did outlaw the use of chronographs in this latest version. Arguably, using a Kestrel on the line would constitute a Rule Violation if fans were banned because it contains a small fan.

From the 2017 NRA Highpower Rules update:

3.22 Electronic Devices – Competitors are responsible to ensure that all electronic communications and audio devices in their possession forward of the ready line are silenced and communication disabled.

(a) During team matches only, team members may communication with each other via communication devices. These communication devices must only be capable of communicating with other team members, and must not interfere with safety, range operations, or other competitors.

(b) Radars, chronographs and other devices designed to measure bullet velocity are prohibited on the line.

(c) Cell phones that have been rendered incapable from communicating (“airplane mode”) are permitted on the line and in the pits.

NOTE: Communications between the line and the pit during team matches is forbidden.
 
I have heard of lots of F-Class competitors using fans. Even at The Berger shoot. That's why shoot BR, not as many stupid rules. Pretty much like the OUTLAW RACERS, RUN WHAT YOU BRUNG.. Matt
You heard wrong. Been at several Berger matches and haven't seen that.

Also,..are you seriously comparing BR to "outlaw racers"?

All those things have one of two traits in common: either they are communication devices (a fan is not) or the setup/teardown could interfere with / disrupt shooters on adjacent firing points (chronos, etc.)

If a person brought a particularly large and obnoxious fan to the line and turned it on while others are still shooting, sure, I'd back the range officer or match director telling them to take it off the line and use it where it won't distract others - same as talking loudly behind people who are still shooting.

But I don't see anything explicitly denying the use of a barrel cooling fan.

I was a block officer @ the 2017 BSWN... there were a lot of BarrelCool devices being used. Most commonly stuck in the gun as an ECI as firing was completed and the gun was being taken off the line, but still...

We hardly have any rules on equipment. Heavy is pretty much nothing and light is 17 pounds. Just a few rules concerning sand bags. The outlaws saying

I wasn't referring to barrel cool device but rather external fan blowing on the rifle

I understand that you have limited / no rules...just don't hear/read "outlaw racers" and BR together much
 
Good luck with that. By that interpretation, 90+% of the gear on the line should never have been introduced.

I hear what you are saying; that's the way I read the rule. If you are bringing a fan to cool your rifle while shooting, you do that to gain an advantage, I know we agree on that. How a referee would choose to interpret rule 3.18 in light of that is up for discussion. It would be useful to have a list of current equipment that got by the rules and is now in accepted use. Powered equipment is preferable.

I'm waiting to buy my personal little air conditioned tent from which I can shoot in total comfort, rain or shine, hot or cold.

I can hear in my mind's ear the gentle humming of 100 fans on the line.
