windage adjustable top

i have an old hart front rest and it has an unadjustable top for the bag. A fellow benchrest shooter showed me an adjustable top for a hart from a man in washington state. it looked really nice and he said it ran about 130 bucks, does anyone have any idea who makes these?

Probably referring to a Hoehn Windage Top....Ron Hoehn from Missouri. Russ Hayden sells rest equipment out of Washington....but does not manufacture his own tops.
