Win 70 Finish Question

A friend has a (64 not post or pre) Winchester 70 with a heavy barrel and it has a matte black receiver and a polished blue barrel. The barrel has all Winchester markings. Has anyone seen or know of if this is a factory set-up or possibly a re-barrel where the finishes are different? I know they came with a blue receiver and a stainless barrel but but I haven't seen one like this before.

What stock?

Pic from 1990 catalog. Sporter Varmint looks to be polished blue.

It has a dull walnut, palma style stock, no checkering

I have a memory of a factory looking model 70 with varmint weight barrel that had a matte receiver and blued barrel, maybe 4 decades ago. I assumed it was a limited production gun, or something out of the custom shop.
