Wilson seat stem modification

JB weld works fine. Those are really bad rings so this may not be the problem but anyway, here's how to do the JB.
First of all, seat a bullet in a case and make sure that it is perfectly straight! Next, coat the bullet with a good release agent. I use Hornady spray case lube. Take the seating stem out of the die and clean the inside of the bullet "cup" with alcohol to remove any grease or oil. Coat the inside of the die with release agent.
Now mix up a small amount of JB and apply it inside the cup. Try to get it down inside the cup without trapping any air bubbles. The trick here is to use enough JB to creat a new contour without using so much that it oozes out inside the die.
Reassemble the die and install it in your press. Put your perfectly straight cartridge in the shell holder and run it up into the die. It doesn't take much pressure. My press raises the ram on the downstroke so all I do is insert the cartridge and then let the weight of press operating rod push the bullet up into the die.
After the JB sets, extract the cartridge and disassemble the die and clean up any errant pieces of glue.
Last thing I do is to take a drill bit of the appropriate size (1/16 to 1/8 maybe) and drill out the area of the glue where the very tip of the bullet would be. That insures that you'll be seating on the sides of the bullet and not the tip.
