Wilson in-line die question

I THINK THE IDEA WITH THE SUPPLIED BASE IS TO PROVIDE A RELIEF HOLE UNDER THE PRIMER SO YOU CAN'T SET ONE OFF IF A PRIMER IS SITTING A LITTLE "PROUD"!
IT'S A SAFETY THING
Considering you're seating a primer with a flat surface (the primer plunger or plug or whatever you want to call it), I can't see that being an issue.

seating a bullet with and without the base, on your arbor press base and especially on a dead nuts surface plate will give you an idea if your base is an issue. My runout generally measures .001-.0015 measured with a NECO tool. I'm not concerned with the die base.

I dont do anything to necks and get 1 to 2 tho when I use a Lee collet. I get about the same with wilson bushing and a 21c Arbor to finish off but my bullet seating pressure is softer due to double working of the neck metal. I dont shoot bench but seems like my best shooting happens with the Lee and stronger necks. My base is flat hard aluminum.
