When to anneal?

I agree. Afte years of NOT annealing and year of annealing EVERY loading, I've gone back to NEVER annealing anymore.

I may go back to it some day, but my ammo is recreational, somewhat "bulk" precision. The results weren't worth the effort for me.
100% Mark, if it’s a benefit and a big enough benefit to make it worth your while do it! If not the time and money could be spent pulling the trigger or whatever.

I anneal after every firing , and I've got over forty reloads on my Practice Brass now . Tight Brass in a tight TR chamber , thanks to a great Manson TR Reamer . Scores are up to 197 - 198 - and even a occasional 200 .
Do it all the same way every time . It will work !
