What's the chance

Question #1: Who owns the property the range is on? If it's not yours, you have no rights to place the collection buckets there.

I go to a private range where you police your brass and either keep it or throw it in a barrel. Works well and the owner sells it for scrap. Not a lot of money but it helps.

Don't know how it is where you are, but in the SF Bay Area, a 75% full 5 gallon bucket of scrap brass is worth north of $150. (75% full as it gets too heavy to move.)

It's state property in one of the national forests, the ranger I talked to a out it said no one would care.

I just find it's not worth my time.

Most of the people shoot inexpensive factory ammo (i.e., the cheapest they can find) at the range I shoot at. I also see a lot of trash, but not from me, I take everything with me I took to the range, even if I throw it in the back of the pickup. I used to collect range brass when I first started to reload, but soon found out it was worth my time to buy known good brass and take care of it properly.

We do have collection buckets at the range, and the members are not supposed to leave any trash, as the range is owned by the local Sheriff. I can tell you though, people do not pick up their brass and it litters the bench area, not to mention the trash cans are overflowing.:( I always keep an empty trash bag in my truck and at least fill it up when I leave. So I actually take more trash out than I take in.;)
