What tuner is this

Trying a "new" barrel on my 2013 and a friend has this tuner that came on a rifle he traded into. I have very little experience with tuners but I stuck it on the barrel. I have no idea what it is or who built it. It fits the end of my 27.1" barrel perfectly. The barrel is ~1.01 in diameter. What do I have and where do I go to find info on how to tune it? The size should fit all Anschutz 1913 and 2013 barrels although it may be entirely coincidental if it was made to fit a different rifle altogether. The tuner appears to be missing the clamping area and screws. The gap between the two ends suggests that something else may also be missing.
 
Go to rimfirecentral.com and search for "Hopewell method." It'll give you step-by-step instructions for tuning the tuner. There's another method, too, that uses battle + tuner length and works well, I've read, but I'm drawing a blank trying to remember what it's called. I've never used the latter, but can vouch for the Hopewell. It's slow and painstaking but it works.

It’s called the Purdy method.

As for the tuner, it appears to be modified to use iron sights that mount on the barrel dovetail.
 
I appreciate the help but I have decided to dump the tuner. With no way of actually clamping the tuner on tightly I fear it would just be an exercise in frustration.
 
So please elaborate. That would be a more respectful and comprehensive response as it appears that I may be mistaken.
Purdy is about length of barrel and harmonics. Harrels tuner is basically about moving weight in or out on the barrel muzzle.

???? Wait most use a Harrell's for the PRX tune, so are you doing both at the same time weight on the muzzle and the acoustical length for the barrel.
something even Tony Purdy could not explain to me, if it is all about setting the acoustical length for a certain barrel length why do you need weight?

So why does Ken (1813Benny) need to guess again? He responded to another poster describing a tuning method based on barrel and tuner length. That meets your description of the Purdy method.

The collar may bot have been modified to fit a match foresight tunnel, but Ken's suggestion is plausible.

Does it not depend upon what harmonic you have to work with ? I shoot factory rifles. 27 1/4" barrel length.

Just IME, but the Purdy thing is useless. It's based on the length of the air column from bolt face to crown, but doesn't factor in where the bore actually seals with the bullet, nor the fact that that the air column length is changing at the critical time..while the bullet is travelling down the barrel. Bottom line...I found I could tune just as well either way.
