What makes a bullet point of impact move

What makes a bullet point of impact move to the side.

I have asked on a few forums and I get different answers.

IE one load is a reduced load dead on.
Next load is a hot load same bullet, same seating depth and no parallax error. I have heard that one too many times.

Should shoot high and it does, but with me shooting free recoil, those groups are always high as they should be and right about 1-1.5" depending.

Like the man said, barrel harmonics. Residual stresses, interstitial defects, uneven heat & non-symmetrical actions can make a barrel oscillate in odd patterns. If the bullet doesn't exit in the same part of the oscillation it will naturally change POI.
 
One possibility is that since the bullet from the hotter load is traveling faster, it is also spinning at a higher RPM. This in theory should make it drift to the right more than the slower bullet. Of course, I am assuming a right hand twist barrel.
 
Are you a right handed shooter?
That would make the bullet impact a little right of the slower,and less recoil) bullet.
If the gun were pushing to the exact center of mass of your body, you would not see the impact change to the right.

Right handed shooter.
Free recoil.

I think I am going to try a different stock and work on my shooting position.
