Do any of you know what this device is?

A buddy was given a rifle recently and he don't know much about firearms.

It is on a m1 grand. It is threaded on the muzzle. About 3" long. The hole through the center is smaller then .22 and he says
It doesn't have holes inside it.

Does the blank adapter incorporate a tube or other device that extends into the chamber to prevent a live round being chambered?
 
Interesting. I was on the Honor Guard / Drill Team when at Homestead AFB. We used Garands w no adapters. Hmmmm, I don't remember actuating the bolt manually or if it cycled normally.....too many birthdays.

I was on a Burial Escort team after I returned from Vietnam. I don't remember those things on the rifles the firing squad used.
 
The adapters on the 16s was a really fonky looking bit of gear.
1CT - what year was your experience?
 
The gas screw doesn't look like it is screwed in completely. In fact, it looks like it might be screwed out because it would hit the shoulder on the blank adapter.

At the veteran's funerals I have seen, each honor guard manually cycles the action. There is no need for it to function normally because they don't keep the rifle shouldered and fire all the shots.
