Any idea what rest this is?

As no one has chimed in here yet, I'd opine that it is the product of a well-versed and talented machinist/shooter who built this rest for his own use. Anyone?
That was my immediate reaction too to the pic.
I’ll rule out a short range BR shooter as it’s too long for that game where the front rest and rear bag cannot be attached to each other. Must be long range or just as you mentioned, a shooter machinist built for his own gratification. Looks well made by maybe J.J.Loh.
It's very similar to a shorten version of the one piece style rests common in rf br. I can only guess that it was made to suit the "no one piece rests" rules of most classes and sanctioning bodies. Kinda favors a Pappas Rest, fwiw.
If so, it's of good quality but I'd be concerned with how tall a rear bag would need to be to work with it. It doesn't appear to go very low.

No idea seen some in rimfire BR you can get the rear section for it too I think that's what the hole on the back is for
