Brother, you are nearly spot on; about the only time they seem to cut the grass along my county's stretch of I-64 lately is around Kentucky Derby time for all the tourists headed to Louisville.

If you drive through Mammoth Cave in the summer time, they spray the grass on the shoulders of Ky Hwy-70 green so it will look pretty for the tourists. It is a terrible shade of green. Totally unnatural.
Roadkill gets sprayed also. Dead (heh heh) give-away, even to the tourists from the big cities.
