It's basically a gov job just like anything else, so it has minimum requirements to be considered for the job. I suspected having an M.D. being one of those, some of the others were not surprising. It's almost certain the job requirements are posted on some gov web site and kept up to date as I believe that's a requirement under the law. Meaning you certainly could look up the current requirements.
I'm pretty sure as gov positions go, elected officials are the only ones that don't actually need to have any qualifications for the position they are running for, they simply need to dupe enough people into voting them into office.
