Let's say this thing wasn't flying over 60,000 feet. Say it was only 5,280 feet up. What private citizen using common available armament could hit a moving target one mile up. That's assuming it was directly overhead. Factor environmentals. I don't see it happening by the hands of an ordinary citizen.
