Stuborn barrel

I've been trying to remove a barrel from a win. mod. 70 so I can
put something else on it. I've been using the wooden blocks in the hydaulic press and a wrench on the action but can not make it budge. Can I put some heat on the action to expand it without
damaging the bluing.

Before you resort to adding heat, try using a little Kroil on it. Just squirt a little near the threads on the outside and inside the chamber where it will reach the threads. Allow it to soak overnight and try it again. It is possible to add heat and not affect the bluing but it is also possible to remove some of the properties of the heat treatment as well as the bluing. Also make sure you smack the action wrench with your hammer blows as many times the impact of the wrench will improve your results.
Good luck,

Kroil is good. Use some rosin in the blocks to help stop slipping. A little heat won't hurt, it will help loosen any thread compound that may be present. Just don't heat it much over "too hot to touch".

Are you going to reuse the old barrel?

If not make a small relief cut in front of the barrel and receiver juncture. Be sure to not cut the action. Also don't go below the minor diameter of the threads. Cut back until the remaining barrel material releases the tension off the action then liberly apply the kroil. The barrel should come right out.

Hey guys
Thanks for all the ideas.
Since I don't plan on using the barrel again, the relief
cut next to the action sound good. I can do that in the lathe with a parting tool.
It is a 22-250 barrel that had rusted at the muzzle and I removed
2 inches to improve the barrel. The best I ever got it to shoot
was .75"@100 yds on a good day.

You can use a good hot air gun to help out and don't have the worry about to much heat. That will usually get me out of a jam. Kroil is also a big help along with heat.
Some barrels have a lot of crud on the threads as this pic of a 35 Rem XP shows.

You know what... I'm going to give this kroil a shot. That and my paint stripper heat gun. If all else fails... brute force and ignorance.

If you don't care about the barrel. If all else fails and you don't want the barrel a big pipe wrench will get the job done. On a rare occasion when the threads are rusted or galled from the previous installer not using an antiseize compound. You'll have to machine it out and pick the threads out.
