I copied a chart off one of the online steel target vendors. This is for AR500 only targets. It's rated by thickness Bullet energy at target and bullet speed at target.

1/4" thick max energy at target 700ft lbs, max bullet speed at target 2850 fps.
3/8" thick max energy at target 2100ft lbs, max bullet speed at target 2850 fps.
1/2" thick max energy at target 4000ft lbs, max bullet speed at target 2850 fps.
5/8" thick max energy at target 10,000ft lbs, max bullet speed at target 2850 fps.

Appears as though velocity is a major component to how much damage the impact does to the target.
