squaring up reticle

What is the best way to square the reticle with the axis of the bore?

To square the reticle to the bore;
1.Lever the action from the scope base,s)
2.Mount the scope
3.I have a 2ft long vertical marked reference line on the wall that was marked from an 8ft long level.
4.Bore sight the reticle according to the distance.
5.Scope adjustments required as per recoil/trajectory.

Here's what I just did right or wrong on the first rifle I've built for competition so take it for what it's worth. First, when I bedded the rifle I made sure that the action was square with the tracking surface of the front of the stock before the Devcon hardened and also took into account the bore in relation to all three axis. Then I leveled up a flat surface to set the rifle on inside my house,the wife's kitchen table). Now at this point I knew that the action and bore should be square with gravity. I then took a plumb bob and hung it in a tree outside about 25 yards away and set my parallax on the scope to 25 yards. I then squared the reticle with the hanging line and tightened the scope down. I had to play a few times to get it as close as possible. I did that because the focus anywhere inside wasn't good enough to have a clear sight picture within the scope's focal range. This may not be exact since it doesn't take into account a slight misalignment of the reticle to the scope turrets but I couldn't have everything and it's very close. At this point I can place a bubble level on my stock and it's level, I can place a level on the action and it's level, and I can place a level on top of the top turret and it's level also, and my reticle is plumb with a line 25 yards away. I'm sure there are flaws with this but it's as close as I could come with materials available. By the way, I had the scope optically centered before I started.

While I was at it I leveled an anti-cant level and attached it to the scope so it can remain with the scope and be leveled with the reticle. Ok, what did I do wrong?
