Small base dies: RCBS vs. Redding, which one is tighter?

Yes. So is the old Krieger 5.56 match chamber. If you look at brass from a Wylde chamber, there will be a noticeable difference.

I have no experience with the Redding SB die but can say that the RCBS SB die works for me.

I use it for all of my 308 brass.

Dies have a plus and minus manufacturing tolerance and there is no set answer to your question.

That is very true. I have a few Redding small base dies (same part number in same caliber) that differ.
