slow 220 swift

i have a new remington in a 220 swift. I cant seem to come close to matching the speed in any reloading manuel. i have tried all kinds of powders ssc4007, varget and so on. I haved moved bullets close to the lands, mag primers and max loads. No high pressure signs at all. chronograph seems to be fine. It just always about 200 to 400fps slower.
 
Short answer would be, no pressure signs, more powder.
But, how's the accuracy?
Sometimes you can't have both.

Not all rifles deliver the came velocity, with the same amount of powder.

If you have no pressure signs, then raise the loads by 0.5gr at a time, and look for pressure signs, and best groups.

Then pick your poison.

I can't remember the exact charge but when I used to shoot the .22 specifically the swift I used RL 15 and got 3940 fps AND .6 MOA at 300 yards. The favorite projectile for that rifle was the 55gr BT... Did not have any pressure signs and had less than 40 fps between the high and low velocity. Dang thing would literally vaporize crows!!:D
