It's to confirm the stock isn't wet. We're looking at something that one half of the brain is saying "It's dry. It's dry. It's dry. It HAS to be dry. Guns and gun stocks are not drenched." The other half of the brain is saying "It's got water on it. It's wet. It HAS to be wet. Yes - I know everything around it is dry - but all visual data is saying it's wet."
The only way to resolve the brain dissonance is to touch it. That turns into rubbing - because one just can't believe the conflicting data....and it also must just be admired. LOL
