Skim bedding a Rem 700

I have a Rem 700 with Bell and Carlson stock. In reading several articles and as much info as possible, I still have a couple questions.

1) How to bed the barrel lug-there seems to be conflicting views. Sides, front and back?

2) Do you bed the tang area?

3) What is correct method of seating action into bedding-leave screws loose, use tape, or tighten down the action screws?

Also the metal sleeves in stock don't come all way through stock, they stop about 1/16" short of the action for clearance. Leave alone or bed up flush?

I just want to skim bed to make sure the action is sitting on a solid foundation. Any help would be appreciated.
 
My gunsmith beds all around the lug, super tight fit. tang area is also bedded. For the action I use badger mag, and bottom metal that comes with new pillars, so it is pillar/skim bedded.

Prior to him working on it I explained that the crosshairs jump around alot when dry firing. After he was done it didnt do it anymore.

this is the best read i have found on this topic. I too am going to bed my rem 700 sps in a bc tatical medalist and there is a guy who does it with this exact stock on here
 
Thanks much for the info-will do a little more research and dive in. Whiskey08, I would like to see some pics of your bedding on Rem 700.
 
Update-finished skim bedding my Rem 700 with B & C stock today. Followed basic procedures from several articles and info from this site and it came out really nice. Used JB Weld, thinned with a few drops of acetone to make it flow better and The action is mounted solidly in the stock.

I used a magic marker and did the "action rock test" to see how bad the action was fitting in the stock and it definitely needed bedding. The barrel lug area was rather large for the lug, althought the fit of aluminum in stock to back of lug was good, it just seemed like too big an area for strange things to happen, so it now fits the lug solidly except for thickness of masking tape on sides, bottom and front.

One point of interest-I added tape on barrel until the action was barely supported behind the barrel lug area( by front mounting screw) and then added 2 more wraps so the skim bedding behind the lug would not be too thin.

I did not not bed beyond the barrel lug, so barrel is free floated front of lug forward. Sorry now I didn't take any pics.

RE: the factory pillars that are to short
What I discovered on my 700 with H/S Precision stock:
I skim bedded my aluminum block only to find it did not shoot any better. I then removed my skim bedding and placed stainless washers on top of the pillars so I had a few .000 clearance,,,THEN bedded the action resting on those washers. WHY? I learned that the aluminum blocks are not all the same,(but with-in specs) and the rem700 actions are not all the same,(but with-in specs). The actions and the blocks are very close to a match,but not exactly a precision fit. By raising the pillars to where they function the way they were designed for,,,,,the gun took on a new personality,and shoots very well and is consistant. I bought the washers,which are designed for that exact purpose, from: erniethegunnsmith.com. Ernie has a special segment on his site that addresses this issue. He refers to the washers as "bedheads".
 
I hope by raising up the action 1/64"-1/32" with the tape on the barrel I accomplished the same as the bedheads, maybe not, have not shot the rifle yet. I'll try that next if the thick skim bedding does not work.
