Sizing process ruining brass

Half update: Sent it to Wilson, and they cleaned it up and sent it back. visually looks much improved. Havent been able to shoot as the ranges are closed around here. Once I shoot, I'll do some sizing and give a proper update.
 
Re-measure and post diameter dimensions it looks like the die was originally reamed but not honned.
I'm curious if the additional work from Wilson removed material

If they did any kind of Machining lapping or stoning it removed material but it makes one wonder if it was remed and not polished it may have been undersized to begin with
 
It is very possible that your chamber is slightly oversized and unknown by your seller who may have gotten a custom die based on once- or twice-fired brass without having full-length sized it prior to getting the custom die. I'd contact the seller if you can and ask him if he used a custom die. If he did, you may find the need to go that route. If he used a factory full-length sizing die, he should have run into the same problems. If he used a factory neck die, he may have sold the gun when his brass would no longer chamber due to needing a shoulder setback and he ran into sizing issues. Lots of possibilities, for sure. I think that die you have looked messed up. If they looked at it and sent it back after tweaking- I'd probably be inclined to start looking elsewhere. Just knowing what kind of die your prior owner used would narrow things down. The chamber cast will tell you what you have.

Lastly - you said this was new brass and that this has been going on since you got the rifle. Did you size the new brass before you fired it? If so, did you encounter this type of problem on that first sizing? You should have had NO issues on that first sizing. If you did - you can probably bet it has nothing to do with your rifle. If the problems were only encountered after the first firing - I'd be looking at your rifle
