sizing bushing issue

I have a 243 AI Newlon F/L bushing die. I also have the reamers for both the die and the chamber. The problem is the die only sizes the first .100 of the neck. What needs to be done to size more of the neck, with out bumping the shoulder any more? Any and all ideas would be of help. BTW, I tried flipping the bushing over, but it made no difference.

Have same problem with my 30BR bushing die. Gunsmith told me yesterday, the bore in the die needs to be deepened.
 
Well that was my thinking, buy I'm by no means a machinist, so for those that are, how much work is involved in removing "xx" amount of material?
