Redding FL neck bushing sizer die question

I accuired a 6br Redding FL neck bushing die.

You can adjust it to size only part of the neck. Another words if you want the top half of the neck to be .268 and the rest of the neck to stay the same to the shoulder (usually avg's .271+), it only sizes the top 1/2!

Question: What exactly is the purpose of this type of die? You can set to only size the top 1/4 of the neck only, or you can size the entire neck, or any part of the neck!

I played around with it earlier today and it works good.

Just need an education on this one!
 
If you tighten the bushing all the way down it will leave a small portion if the neck unsized to allow the case neck to center in the chamber. I have never messed with partial neck sizing with a bushing die. Always screw the bushing plug down all the way then back it off just enough to allow the bushing to float so it finds its own center during sizing. You only need to back it off just a tick.
