Shipping a rifle action to gunsmith

The action is the part that is legally recognized as a 'firearm'. Anything else is just hardware.
Wow I guess I better forward this link to Joanne at the ATF in Pittsburgh since she don't know what she's talking about. 412-395-0600 call her and ask her.

The action has to be transferred through the FFL. It contains the serial number. Stocks, barrels and triggers are shipped directly to me. I don't know how that applies to repair or modification.

If you read the OP's post he is sending it for work not selling it. So why does he have to have it transferred. He wanted to know if he could send it through the postal service.

He can send it any way he chooses to. I simply stated, regarding a FFL, "I don't know how that applies to repair or modification". Personally, I would pack it in something a bit more substantial than a small flat rate USPS box:eek:

She said and I quote " since it's not a complete firearm it can be treated as parts". If you read the OP's original post he said he was shipping the bare action and bolt

I was going to suggest getting that in writing. However ignorance of the law is no defense, even in print.
Were that true, one should be able to buy a mail order bare action, or AR lower without doing an FFL transfer.

I was trying to leave him alone for a minute as he had already answered several of my questions most of them likely silly. He did pm me on how to send it to him. He did not specify the flat rate but usps priority insured were mentioned. Flats rate has all of those and for $7. Action is a remmy no real value in the grand scheme of things
 
Been at least 5 years since I last shipped a barreled rifle action to a gunsmith in Oregon from Texas and sent at least 4 to him over a 2 year period. Always used my local post office. Learned not to tell postal clerk it was a rifle action, just described contents as metal parts or something like that. Postal regulations allowed shipping a barreled action, but ignorant postal clerk(s) gave me a problem a couple of times, requiring me to ask to speak to the post master to correct the clerk.
