No. Not unless you have the training to ship hazmat, and if you did you wouldn’t be asking. 49CFR172 Subpart H.

No matter where it is going it is still hazmat. Search for hazmat and XTR. I’ve made a lot of posts over the yrs.

They don’t know what your shipping until they suspect something is a foul open your package then you’re an instant felon with jail time and a major fine why would anyone take the chance on a couple pounds of powder

The easiest fix for. your situation is DON'T GO BACK TO NYS.

A guy over on 24 hr campfire got caught shipping primers. Fine was 50K, plus court costs, plus attorney fees, and a felony record resulting in credit rating issues.

Would cheaper to charter a jet and do a quick turn around from Fla to NY, and get to see your friend, also!
