Can an individual ship powder?

I thought I read in some forum that anyone can ship powder as long as they used a DOT approved shipping container available from UPS...??
Am I wrong..?

I've shipped a questionable lot of smokeless powder back to the mfg. for testing in the past without any problems.

Black powder is a whole different ballgame.

Can an individual ship primers by the case?

I have purchased a few cases of primers and UPS will not let the seller ship irregardless of paying the fee.

Anybody got an ideas,,, I won't these Fed primers!

Shipper has to have training and permit for hazma shipping...powder and primers are in the same category.
